SCOPE OF OFFER: This Power System & Controls provides supplies and services including: site surveys, troubleshooting and correction of electrical deficiencies, reports, designs and construction documents, materials and installations, commissioning, administration and logistical support, for improvement of low and medium voltage power systems, sprinkler and fire alarm systems at many overseas buildings.
SITE SURVEYS AND TROUBLESHOOTING
Obtain information sufficient to develop designs, produce construction documents and bill of materials, and estimate costs for power system improvements, including but not limited to power system details, equipment room dimensions, equipment room HVAC capacities, routes and methods for lifting and rigging large equipment, cost of local labor, cost of electricity, cost of fuel, and soil resistively characteristics. Troubleshoot failures in generators, uninterruptible power systems, battery systems, power conditioners, voltage regulators, transient voltage surge suppressors, transfer switches, switchboards, distribution panels, and transformers to identify cause(s) of failure, assist DOS in making repair versus replacement decisions, and, where practical, advise and assist Embassy maintenance staff with immediate repairs. Major equipment includes: Automatic Transfer Switches, Engine-Generators, Voltage Regulators, Uninterruptible Power Systems, and Battery Systems.
DEVELOPING REPORTS, DESIGNS AND CONSTRUCTION DOCUMENTS
Design power systems conforming to local Architecture and Engineering Design Guidelines, using good practices of engineering design, to provide required levels of reliability with minimum life cycle cost. Apply mean time between failure, mean time to repair, system availability, failure mode effect analysis, life cycle cost calculations, short circuit calculations, selective coordination studies as required. We offer commercial off the shelf, equipment and materials, we consider local availability and costs of labor, electricity, and fuel and we specify equipment and systems that may be maintained by local personnel.
COMMISSIONING
SYSTEMS AND EQUIPMENT - Provide test equipment and skilled technician labor including factory certifications as required to execute commissioning including
- Complete all manufacturer recommended start-up and commissioning procedures and checklists.
- Verify operation of meters, controls and safeties.
- Verify that the electrical phase sequence of the new systems match phase sequence of utility service.
- From cold start, verify function and record times for engine-generator start, engine cool down.
- Run engine-generator generator on full facility load for four (4) hours, recording every five (5) minutes voltage and current for each phase, frequency, engine coolant temperature, and oil pressure.
- Under full facility load, verify correct function and record times for sequences of operation including response to utility source outage and restoration, engine start, ATS transfer, engine cool down, and other time delays.
- Verify that fuel tanks and fuel lines do not leak.
- Use an ohmmeter to verify that all metallic enclosures, including piping are properly grounded, and to verify system ground resistance.
- Use an ohmmeter to verify isolation of ground and neutral where required.
- Use an ohmmeter to verify neutral-ground bonding as required.
TRAINING - Train two or more maintenance technicians on all equipment including:
- Hands-on demonstration of start-up, operation in all modes, adjustment, shutdown, emergency procedures, and routine maintenance including normal parts replacement.
- Use of operating, parts, and service manuals.
- Relevant health and safety issues.
- Common troubleshooting.
- Warranties and points of contact for service.
- Identify and detail any conditions that prevent satisfactory performance of power systems. Report any such conditions within 24 hours of discovery.
